If the car owner is overseas, they need to authorize a relative or friend in China to handle the process online through a notarized power of attorney. The power of attorney must clearly specify the scope and duration of the agency and be certified by a notary public. After a vehicle is sold, the original license plate will be cancelled along with the transfer of ownership. The owner must ensure the safety of transaction funds to avoid disputes arising from cross-border transfers.
If the owner plans to retain the vehicle in China and continue using it, they need to choose a handling method based on the policies of the location where the vehicle will be used. According to the Road Traffic Safety Law, vehicles that fail to undergo annual inspections for three consecutive inspection cycles will be forcibly scrapped, and their license plates will be cancelled. For example, if a Shanghai-registered vehicle fails to undergo its annual inspection on time and remains idle for more than three years, the vehicle management office will announce the invalidation of its registration certificate, license plate, and driver’s license, and the owner will be liable for the loss of the vehicle. Furthermore, idle vehicles still need to pay vehicle and vessel tax and insurance premiums; otherwise, late fees and claims disputes will arise. If the owner plans to return to China to use the vehicle in the future, it is recommended to regularly entrust relatives or friends to handle the annual inspections and insurance renewals, or rent the vehicle through a used car trading platform to reduce idle vehicle costs.
